The City of Middletown Police Department has arrested Fredy Quizhpe (24) of Middletown in relation to the fatal motor vehicle accident which occurred on Railroad Avenue in the City of Middletown on December 28, 2014.
The victim in this incident has been identified as Cartolino Ramirez (32) of the Town of Wallkill.
Police say, Mr. Ramirez was walking on Railroad Avenue when he was struck by Quizhpe’s vehicle.
Quizhpe is being charged with Vehicular Manslaughter in the 2nd degree (a Class D Felony). Police allege the caused the death of another person while operating a motor vehicle in an intoxicated condition.
While trying to flee police, Quizhpe struck numerous police vehicles during the pursuit, which ended near the Town of Montgomery on Route 211. Quizhpe has also been charged with Reckless Endangerment 2nd degree (a Class A Misdemeanor) for driving his vehicle at a police officer, Resisting Arrest and numerous counts of Criminal Mischief.
